 Нэгдсэн Үндэстний Байгууллагын Ерөнхий Ассамблей 1993 оны энэ өдөр Дэлхийн Хэвлэлийн эрх чөлөөний өдөр тэмдэглэхийг тунхагласан бөгөөд энэ өдрийг дэлхий нийтээрээ 24 дэх жилдээ тэмдэглэж байна.

Хэвлэлийн эрх чөлөөний үндсэн зарчмыг дээдлэх, дэлхий дахинаа энэхүү эрх чөлөө хэрхэн хэрэгжиж буйд үнэлэлт дүгнэлт өгөх, хэвлэл мэдээллийн байгууллагын хараат бус байдлыг сахин хамгаалах, ажил үүргээ гүйцэтгэж яваад амь үрэгдсэн сэтгүүлчдийн гэгээн дурсгалыг хүндэтгэх зорилгоор жил бүр энэ өдрийг тэмдэглэн өнгөрүүлдэг юм.
Хэвлэлийн эрх чөлөө ба үзэл бодлоо чөлөөтэй илэрхийлэх эрх чөлөөний нэгдэл нь уламжлалт болон шинэ хэвлэл мэдээллийн хэрэгслээр дамжин хэвлэлийн эрх чөлөөг урьд байгаагүй шинэ түвшинд хүргэх замыг нээсээр байна. Ингэснээр иргэний нийгэм, залуучууд, хүй олонд нийгэм, улс төрийн асар их өөрчлөлтийг хийх боломжийг олгоно.
Дэлхийн хэвлэлийн эрх чөлөөний өдөр хэвлэлийн эрх чөлөөний ач холбогдлыг олон нийтэд танилцуулах, ойлгуулах, түүнийг хэрхэн бэхжүүлэх, шинэ орчинд хэвлэл мэдээлэлд тулгарч буй бэрхшээлүүдийг хэрхэн шийдвэрлэхээ хэлэлцэх таатай завшаан тохиодог. Өөрөөр хэлбэл сэтгүүлч, хэвлэл мэдээллийн байгууллагын ажилтан, хэвлэлийн эрх чөлөөний эсрэг үйлдэгдэж буй гэмт хэргүүд гээд л олон асуудлыг энэ өдөр хэлэлцэх завшаан тохиодог юм.
Сэтгүүлч, хэвлэл мэдээллийн байгууллагыг улс орны зүрх, тархи нь хэмээн онцолдог. Тиймээс ч “хамгаалалт”-д байх ёстой гол хүмүүсийг сэтгүүлчид гэж үздэг. Тэд дархлаатай, тэд хамгаалалттай байж л нийгэм эрүүл байдаг. Гэвч өнөөгийн нийгмийн тогтолцоо нь зүрх, тархиа эрсдлийн өмнө “хамгаалалтгүй”  орхисон. Гэсэн ч сэтгүүлчид үүргээ нэр төртэйгөөр гүйцэтгэн, нийгмийг үнэн зөв мэдээллээр хангахаар цаг хугацаатай уралдан ажилласаар л байна. Цаг үе өөр болно. Нийгэм эрүүлжинэ.
